Stealing newspapers is censorship and illegal, and perpetrators can be charged up to $2,500. The Nov. 17 issue disappeared overnight in both University Centers on Nov. 29. The issues are also missing in the Liberal Arts building, the Business and Engineering Center, the Rice library, the Orr Center and the Forum. The thefts have occurred on one other occasion this year- Oct. 27. The Shield staff reported both incidences to Security. Those guilty of the thefts must know stealing The Shield is a crime and a violation of the first amendment.
